AREAS AFFECTED: Sullivan; Lackawanna; Luzerne; Pike; Southern Wayne
DESCRIPTION: * WHAT...Heavy snow expected. Total snow accumulations between 8 and 16 inches. locally up to 20 inches in higher terrain. Winds gusting as high as 40 mph. Near blizzard conditions possible at higher elevations of the Poconos to southern Catskills. * WHERE...In New York, Sullivan County. In Pennsylvania, Lackawanna, Luzerne, Pike, and Southern Wayne Counties. * WHEN...Until 7 PM EST Monday. * IMPACTS...Roads, and especially bridges and overpasses, will likely become slick and hazardous. Areas of blowing snow could significantly reduce visibility down to below one quarter mile. Travel could be very difficult to impossible. The hazardous conditions could impact the Monday morning commute. * ADDITIONAL DETAILS...Gusty north-northwest winds increase overnight and persist into Monday morning, which will cause near whiteout conditions to blowing and drifting snow, especially at higher elevations. Winds gusting as high as 40 mph through the day on Monday.

Avoid sudden braking or acceleration, and be especially cautious on hills or when making turns. Make sure your car is winterized and in good working order.

Stratus clouds are similar to altostratus clouds, but form at a
lower altitude and are identified by their fog-like appearance, lacking the
distinguishing features of most clouds.
Stratus clouds are wider than most clouds, and their base has a smooth, uniform
look which is lighter in color than a nimbostratus cloud.
The presence of a stratus cloud indicates the possibility of minor precipitation,
such as drizzle, but heavier precipitation does not typically arrive in the form
of a stratus cloud.

Similar to cirrocumulus clouds, altocumulus clouds are
characterized by cloud patches. They are distinguished by larger cloudlets
than cirrocumulus clouds but are still smaller than stratocumulus clouds.
Altocumulus clouds most commonly form in middle altitudes (between 2 and 5 km)
and may resemble, at times, the shape of a flying saucer.
These uncommon formations, called altocumulus lenticularis, are created by uplift
in the atmosphere and are most often seen in close proximity to mountains.
